Access, skills, support, policy, partnerships, and community needs are deeply interconnected.
Over time, we learned that advancing digital opportunity requires more than strong programs—it requires systems that can adapt.
As communities change, technology evolves, and new opportunities emerge, the structures that support this work must evolve as well. Some of our most valuable lessons came from the approaches we tested ourselves.
Not every idea worked exactly as intended. Not every structure achieved the outcomes we hoped for. But every experience strengthened our understanding of what sustainable systems change requires.
How We Learned It
Throughout this strategic plan, we experimented with workstreams, partnership models, and shared measurement initiatives designed to strengthen the digital equity ecosystem.
Along the way, we learned that collaboration is rarely linear.
Early in our work, we organized partners into separate workstreams focused on policy, research, digital skills, digital navigation, and device access. While the structure provided focus, partners consistently reminded us that the challenges they faced rarely fit neatly into those categories. Access, skills, connectivity, policy, and community needs were deeply interconnected, making cross-sector collaboration essential.
We also learned that collecting data is not the same as creating value. Shared measurement initiatives revealed both the promise and the complexity of ecosystem data. Partners faced legal, operational, and capacity barriers to sharing information, and they challenged us to design tools that were more actionable, more flexible, and more responsive to their needs.
These experiences reinforced an important truth: strong systems are not built by getting everything right the first time. They are built by listening, adapting, and continually improving alongside the communities and partners they serve.
The lesson wasn’t that change is difficult.
The lesson was that meaningful progress requires the willingness to evolve.
