Technology access doesn’t end when someone receives a device or signs up for internet service.
To create lasting digital opportunity, people need a network of support that helps them obtain technology, stay connected, repair devices when they fail, and navigate changes over time.
This year, CDE strengthened that network by expanding partnerships, improving technical support pathways, and helping residents maintain reliable internet connectivity—creating a more coordinated system of technology access across our region.
This Year’s Focus
Strengthened partnerships with E2D, Human-I-T, PCs for People, and Mission Telecom to increase access to affordable devices and connectivity solutions.
Expanded repair and diagnostic pathways with ReConnex and E2D to help residents troubleshoot problems, extend device life, and stay connected.
Helped households navigate changing internet programs through local playbooks, trusted guidance, and one-on-one CDE Digital Navigator support.
Strengthening Device Access Partnerships
A key priority this year was securing long-term partnerships that expand access to affordable technology for residents and community organizations.
We achieved this goal by strengthening relationships with E2D, Human-I-T, and PCs for People while also deepening our understanding of connectivity solutions available through Mission Telecom.
These partnerships provide community organizations with greater access to free and low-cost devices, discounted technology options, and affordable connectivity solutions. Through Human-I-T’s Gold Membership program, residents also gained access to lower-cost devices and hotspot options that support continued participation in work, education, healthcare, and daily life.
Together, these partnerships create a stronger foundation for long-term access to technology across the communities we serve.
Expanding Device Repair and Technical Support
Access to technology is only the beginning. A broken laptop, damaged screen, forgotten password, or failed internet connection can quickly become a barrier to work, healthcare, education, and everyday life.
Throughout the year, CDE worked alongside partners like ReConnex and E2D to create more reliable pathways for technical support and device repair. Community repair events helped residents solve common technology problems while extending the life of devices that might otherwise go unused.
Just as importantly, these events created opportunities for learning. Rather than simply repairing devices, partners helped residents better understand their technology so they could build confidence and avoid future issues.

Supporting Long-Term Internet Connectivity
As major connectivity programs evolved, helping residents maintain reliable internet access became increasingly important.
Throughout the year, CDE supported residents as they navigated changes related to the Access Charlotte program, helping households understand available internet options and identify solutions that best met their needs.
The team developed county-specific connectivity playbooks, created communication tools to support residents during transitions, and worked alongside community partners to ensure households remained informed about affordable internet options available in their area.
This work reinforced an important lesson: access is not a one-time transaction. It requires ongoing support, trusted information, and systems that help residents stay connected as circumstances change.
